We keep telling Project Managers they must deliver within budget, time, and quality — but what real control do they actually have over any of these?

  • Budget: Estimates are often lowballed by vendors just to win the work. The Project Manager inherits this number with little say.
  • Time: Schedules rely on resourcing and competing priorities. If skilled people aren’t available, deadlines slip.
  • Quality: Deliverables depend on capability. If the team lacks the right skills, quality will suffer no matter how well the project is “managed.”

The truth is, Project Managers have limited influence over these three levers. So why do we make them responsible for outcomes they can’t fully control?

Instead, think of the Project Manager as a lighthouse. Their job is to cast light on risks, problem areas, and blind spots early. They are both strategic and tactical, giving decision-makers the visibility and lead time to act before small issues turn into crises.

One of their key responsibilities is forward visibility — not just reporting surprises after they’ve happened, but raising the signal before it’s too late.

If you are a Project Sponsor or executive, set the right expectations with your Project Manager. Their real value is not in “controlling” the three constraints, but in making sure you see what’s coming — so you can make the decisions that keep the project on course.
